PROJECT DESCRIPTION

The Plastic Smart Cities – TVA Project, established in 2021, is dedicated to achieving 30% reduction in plastic waste leakage into the open environment by the year 2024. This significant milestone contributes substantially to the broader objective of accomplishing a 100% reduction in plastic waste leakage within the City of Manila by the year 2030. Specifically, the Project aims to realize the following outcomes:

Outcome 1: Commitment of City Authorities in Manila to Plastic Smart Cities and Implementation of a City Action Plan

The Project strives to enlist Manila City as a committed participant in the Plastic Smart Cities initiative. This commitment involves a Declaration of Intent, recognizing Manila Citys dedication to ambitious local-level actions. In close collaboration with citizens, civil society, national authorities, international institutions, the private sector, and academic institutions, the city aims to achieve a plastic-free environment by 2030. To operationalize this commitment, Manila City will develop a comprehensive city action plan delineating clear targets and timelines aligned with the priorities identified in the baseline assessment. Additionally, the city will allocate adequate resources for the execution of these activities and establish a monitoring and evaluation plan to report annually on the progress towards the city action plan.

Outcome 2: Reduction in the Use of Key Plastic Products

To achieve a decrease in the consumption of crucial plastic products in Manila City, the Project focuses on fortifying the implementation of policies and legislation geared towards reducing and eliminating unnecessary plastics. This involves raising awareness among the populace about the need to minimize plastic usage and employing innovative service solutions to cut down on the quantity of plastic waste.

Outcome 3: Increased proportion of households in target areas with access to at least basic waste collection services

The Project aims to improve household waste collection services by implementing solutions collaboratively identified with the community. Through these efforts, the goal is to increase accessibility for households in target areas to basic waste collection services, thereby mitigating plastic waste leakage.

Outcome 4: Increased City Recovery Rate for Plastic Waste in Manila City With a strategic focus on enhancing the citys recovery rate for plastic waste, the Project aims to achieve this by optimizing material flow through plastic recovery systems in Manila City.

To achieve the goals and objectives of the project, it is essential to implement activities effectively. One crucial step is to profile the barangays that will be prioritized by the project and identify appropriate interventions for them.

Through the PSC TVA Project, we are taking tangible steps toward a cleaner and more sustainable future, making significant progress toward our ambitious goal of eliminating plastic pollution from our precious natural ecosystems.

OBJECTIVES AND SCOPE OF WORK

Under the supervision of the Project Manager, the Project Technical Assistant shall assist the project in data collection and validation.

Specifically, the Project Technical Assistant shall perform the following tasks:

  • Complete a Plastic Smart Cities Profile of the assigned 12 barangays;
  • Compile a digitalized master list encompassing all barangays that have received training in Solid Waste Management;
  • Verify collected data through cross-referencing with multiple sources and conducting on-site validations such as:
    • on-site inspection/audit of household bins distributed to priority barangays, including cross-checking the assigned owner to our database, its current location and frequency of usage;
    • on-site assessment of the utilization status of pushcarts (small collection vehicles) distributed to priority barangays, including the assigned user, its current physical condition (whether functioning properly or non-functioning), and the frequency of usage;
    • on-site assessment of existing point of leakage in the collection, transportation, and processing of waste within the 12 assigned barangays.

TERMS OF ENGAGEMENT

The Project Technical Assistant is a hybrid set-up and is expected to attend both online meetings and in-person meetings in the WWF Philippines Office. The Project Technical Assistant can continue work from their home, has access to online applications (Google Drive, Zoom), is expected to have his/her computer, and must be available to communicate online via email or any call/ messaging platform.

The Project Technical Assistant’s engagement will commence on May 2, 2024 and will conclude on June 7, 2024, spanning a total duration of 28 days. The exact start and end dates are subject to mutual agreement and may be adjusted in accordance with the needs of both parties. The Project Technical Assistant is expected to fulfill the entire duration of the internship/engagement, barring any unforeseen circumstances or mutually agreed-upon modifications to the terms.

SCHEDULE AND SCOPE OF PAYMENTS

The professional fee of this engagement shall be a lump sum of 20,000 pesos inclusive of all financial costs related to this engagement (i.e., professional daily fees X number of person-days, transportation, communications, software, and etc.) to be incurred by the Project Technical Assistant in completing the assignment. Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the consultant must be ready to submit proof of insurance valid during the contract duration.

Payments will be made when specific outputs have been submitted, as outlined below:

INDEMNITIES

The Project Technical Assistant shall be responsible for dealing with any taxes due relating to their costs incurred while undertaking the project covered by this Terms of Reference.

The Project Technical Assistant may include the final, accepted outputs in the Project Technical Assistant’s portfolio, provided that the Plastics Smart Cities – TVA Project Team and its major proponents are properly credited, and the output is not put to sale by the Documenter.

Any output and materials (i.e., presentations, photos, etc.) obtained during the engagement and prepared for the Plastics Smart Cities – TVA Project as part of this engagement shall belong to and remain the property of the Plastics Smart Cities – TVA Project.
