Project Description

The United States Agency for International Development (USAID) Philippines’ U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program will strengthen the Philippine higher education system to support broad-based, inclusive growth and become a key driver of development. It will do this by strengthening the innovation capacities and workforce development functions of Philippine higher education institutions (HEIs) in faculty development, curriculum improvements, and engagement with industry and international partners, as well as overall improvements in HEI management and administration. The Activity will also support improvements in the regulatory environment to improve governance in the sector, support Philippine policies in strengthening human capital development, and provide a platform for convergence for local stakeholders to work together in achieving shared development goals.

Responsibilities
Position Description

RTI is seeking a Grants and Subcontracts Officer for U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program. The Grants and Subcontracts Officer will be responsible for administering the grants program on the project and following USAID norms and procedures for this grants program. The Grants Officer is responsible for preparing reports as well as quarterly accrual reports for all grants.

This position will be based in Manila, Philippines, and reports to the Grants and Subcontracts Manager.

Responsibilities of this position include, but are not limited to:

• Assist the Grants and Subcontracts Manager in the administration of the grants program in coordination with RTI and USAID guidelines.
• Support and engage in the preparing, issuing, executing, and closing out of subcontracts and purchase orders.
• Maintain good financial reporting processes for all grants and report any grants pipeline issues on a monthly basis.
• Review potential grantees budgets and costs for appropriateness and analyze financial reports and procedures of potential grantees.
• Monitor grant budgets to ensure project expenditures versus milestones and reimbursements.
• Coordinate with Technical Managers and Finance Manager in compiling project financial reports and maintain Grants/Cost Share Tracker.
• Track all cost shares from partners, cash and in-kind. Certify in-kind cost share in a timely manner and evaluate according to grant objectives.
• Support partners in grants elaboration and training.
• Support the Finance Manager, as necessary, in the administration and oversight of program funds in coordination with RTI and USAID guidelines.
• Other duties as assigned.

Qualifications

• Bachelors Degree and 3 years of experience, Masters degree and 1 year of experience, or equivalent combination of education and experience.
• Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
• Experience in client relationship management, developing program budgets, financial management of large-scale programs, and managing and supervising staff, preferably for donor-funded programs.
• Proficiency in English required.
• Ability to work throughout the Philippines.
