Background

Oxfam Pilipinas’ Resilience Portfolio team recently received some funding and technical support from Oxfam US and aGILE to facilitate the customization of the care policy score card tool for application in at least two (2) local government units in the Philippines. The said care policy score card, developed by Oxfam and other international and local organizations like the International Centre for Research on Women (ICRW) – Asia, International Domestic Workers Federation (IDWF), Africa Leadership Forum (ADF), UK Women’s Budget Group, Ciudadania Bolivia, Padare Men’s Forum Zimbabwe, Ugandan Women’s Network (UWONET), and Youth Alive! Kenya, was piloted in the country before by Oxfam Pilipinas, Oxfam US, and graduate students from Notre Dame University’s Integration Lab (iLab).


The care policy score card utilized document reviews, interviews with government officials, leaders of women’s groups, and representatives of other civil society organizations to validate and assess the presence of care-related policies in the country. While the pilot run examined the implementation and status of care ordinances passed by local governments in the Philippines, the said pilot study focused its review to policies at the national level. Under the new Oxfam US and aGILE-supported project, to run from January 2024 to January 2025, Oxfam Pilipinas and its local partner, WEAVERS, will utilize a customized version of the care policy score card to review and assess local care policy contexts.


The current Terms of Reference outlines the parameters for the proposed customization process.


Scope of Work

Expected deliverables from the engagement will include the following:

1. Inception report. Not more than ten (10) pages. Should outline WEAVERS and consultant’s understanding of the customization’s rationale, objectives, methods, and other parameters. With draft data collection tools, initial results of document review, detailed work plan, and data protection and management plan. Initial draft of report for review by WEAVERS and Oxfam Pilipinas, and to be revised accordingly towards preparation of the final draft.


2. Co-development workshop report and draft score card. The workshop report should not exceed fifteen (15) pages, excluding the annexes. To include an executive summary, brief background on the project, concise presentation of key discussion points and agreed ways forward in terms of finalizing the customized care policy scorecard. The draft care policy scorecard should closely follow the format of the original scorecard developed by Oxfam, with key elements such as assessment areas, criteria, indicators, rating scale, and guidance notes for application by local WROs and civil society groups. A draft should be submitted to Oxfam Pilipinas and WEAVERS for review and feedbacks, towards a final draft for use by local civil society groups during the pilot.


3. Learning review report and final care policy scorecard. The final draft of the care policy scorecard should stem from feedback of local women’s rights and other civil society organizations who have piloted the scorecard with local decision-makers and service providers. The learning review report shall capture key reflection and discussion points during the activity, including experiences from the pilot and recommendations for improving the scorecard tool and process. Report should not be more than ten (10) pages.


Period of Engagement : June 13, 2024 until August 31, 2024


Budget

Total available budget for the whole engagement, including professional fees and operational costs, is Two Hundred Seventy-Five Thousand pesos (Php 275,000.00).
